feature: Add CLI option to specify local folder target/source for sync pull and sync push

When using `wmill sync pull` and `wmill sync push` files are synced with the current folder, complicating scripts as we have to `cd` to the right folder. It would be useful to be able to explicitly specify the local folder path as an argument to the sync command (e.g. `--local_dir`).
