Sometimes all events on a page get swallowed when not active?

Filing this because it's happened twice (edit: three times, happened once when filing this bug) in the past 2 days... but I don't have great STR.

It seems like somehow the addon will swallow click and key events on random pages, and I have to disable the addon to get them to work. But then the page works after re-enabling. 😕

For example:

1. https://twitter.com/PatrickSvitek/status/1012330644037296128

2. try to click outside to close the popup, or hit Esc, or click on the X

3. this page, trying to hit Preview when filing a bug

4. google docs, typing anything

(and the icon is white, so presumably there are no active hooks)

It's possible that this was fixed with commit d487f34. Let me know if it's still happening.
