Confusing "no reviewers" message #60

In web-platform-tests/wpt#14702 (comment) wpt-pr-bot says,

There are no reviewers for this pull request. Please reach out on W3C's irc server (irc.w3.org, port 6665) on channel #testing (web client) to get help with this. Thank you!

The history of the PR includes:

wpt-pr-bot assigned g-ortuno 3 hours ago
wpt-pr-bot requested review from g-ortuno , jyasskin and scheib 3 hours ago
Hexcles requested review from jgraham and removed request for jyasskin , scheib and g-ortuno 3 hours ago

And at the time of wpt-pr-bot's comment, jgraham and jyasskin had approved the change and were listed as reviewers in Github's UI.
