I think the requirement on diacritic marks will need to be rewritten. It is a complex issue, and people are using them for this purpose, but are missing out ones that are not needed to disambiguate the word from other common option. In addition the are some letters people can add in place of diacritic marks when they are trying to avoid them.

Also some people who are site readers prefer no diacritic marks, so it need to be applied with discretion or used as an available option etc. In addition the are some letters people can add in place of diacritic marks when they are trying to avoid them. for example אֹמַר /אומר (Hebrew). The vav -ו is added in place of the dot above the letter which gives the affect of disambiguation.

In coga we used "Include vowels, letters, or diacritic marks that users need to decipher words correctly." but to be honest we could have done it better as well..

However I know the Israeli open university developed a good policy of what ones to add ( after this issue was raised in a WCAG meeting) so I think it is just a matter of reworking it with the right people in the room. Internationalization will also want to be involved as they have something related to this in their guidance.
