Proposed addition to "9. Liaisons" to address delays in PAS Submissions to ISO #946

WCAG 2.2 was recommended in October 2023, and I understood that it was expected to be promptly submitted to ISO through the PAS submission procedure. However, the official PAS submission date has been set for late October 2024.

What caused this delay? I have heard conflicting explanations from various individuals within ISO and W3C. This raises concerns that similar delays could occur with future submissions to ISO.

To address this, I propose adding the following paragraph to the process document:

The team MUST disclose all information regarding negotiations with other organizations, whether related to technical or non-technical agreements, to the advisory committee.

I think that we can't reasonably require something as all-encompassing as

The team MUST disclose all information regarding negotiations with other organizations, whether related to technical or non-technical agreements, to the advisory committee.

It's not clear to me what Process changes, if any, would be appropriate here. But this is nonetheless within the scope of the AB to address, so I suggest we move the discussion to https://github.com/w3c/AB-memberonly/issues/251 .

Marking Out-of-Scope for now, but leaving it open in case we need to come back to a Process change.
