What if I am not part of an organization that is a W3C member?

You can potentially be added as an Invited Expert.

We generally welcome anyone who is actively working on privacy in online advertising. This can be demonstrated by activity in the Private Advertising Technology Community Group (e.g., through Github issues or the mailing list), or through contributions such as peer-reviewed research in this specific domain. Inactive or non-contributing invited experts may not be renewed.
