Say hello to my little friend: LLxprt Luther

Trying something new. Now some issues will be marked "OK for Luther" and our good friend LLxprt Luther will try and fix them and submit a PR. For now this is powered by Cerebras's GLM 4.6 the same one that we use in CI and E2E.

LLxprt Luther is just a simple github action that prompts LLxprt to fix the issue. I'm primarily assining simple tasks and docs. We'll see how well this works and if we hit quotas.
