[router] Change router image to ghcr.io/vllm-project/production-stack/router in Helm

Describe the feature

We could switch the image to ghcr.io/vllm-project/production-stack/router since our CI/CD pipeline already supports it, and Docker Hub imposes pull limits for individual users.
