RayClusterReplicaSet didn't populate annotations to headers and workers

🐛 Describe the bug

header and worker annotation should inherit from template labels

Steps to Reproduce

apply any rayclusterfleet yaml

Expected behavior

for common labels/annotations, it should inherit from template fields

This is expected and we won't fix this issue at this moment. We could consider to propagate some common fields from RayCluster to header and worker to simplify the setup but this could be a feature later
