windows arm64 release

I am working on a cross platform system for golang that uses this lib.

I was wondering how easy it would be to also do a windows arm64 release ?

The latest release does not have it: https://github.com/vlcn-io/cr-sqlite/releases/tag/v0.16.3

Windows builds are always tricky. It could be as easy as changing the target triple's architecture to arm here:

You could give that a spin.
Basically:

1. Fork the repo
2. Change publish.yaml to include the target you want
3. create and push a tag to your fork called prebuild-test.N (where N is anything you choose)

   cr-sqlite/.github/workflows/publish.yaml

   - "prebuild-test.*"

GitHub will build the artifacts for you and put them in the release section of your fork.

@tantaman Would you mind trying it ? I do not do RUST and so a bit not familiar with the command line compile stuff.

I have a windows 11 arm64 device to test on .. so can test it
