Goals

1. Being able to declare "scopes" of repositories (tags is a good fit for this)
2. Being able to selectively run commands based on those scopes, with clever turborepo dependency and overlapping deduplication algorithm

Example :

- apps
  - chrome-extension [extension]
  - firefox-extension [extension]
  - frontend [web]
  - backend [web, extension]
  - orchestrator [sync]
  - sync-lambdas [sync]

Here with a random example of $ meaning "tag"

turbo dev --filter=$web --filter=$extension
# would run the 4 firsts

Non-goals

1. Complex and / or operations, just basically behave like native --filter does

Background

We are spinning multiple variants of scripts like dev:web dev:sync dev:extension which address overlapping; but don't leverage correctly turborepo cache. We would need a global dev command with easier filtering that --filter=repo/a ...
