Chapters has major issues as compound primary key fundamentally because of dynamism such as subchapters behavior

Currently assigning parent_no which was meant to account for this requires unique number generation shifting order of main chapter numbers tying together multiple concerns

Joining double foreign key join to translation table is not possible as straightforward as well on the schema declaration
