Action fails even if fail_on_error is set to False (reviewdog: found at least one result in diff)

Description

I am calling the action with the following inputs-

    fail_on_error: false
    filter_mode: nofilter
    version: latest
    debug: false
    reporter: github-pr-annotations
    level: error
    token: ***

The action fails with this error-

reviewdog: found at least one result in diff
Error: Vale and reviewdog exited with status code: 1

This issue seems similar to #89 but the error i'm getting is different from the others.
