Ability to call Supervisors #608

Is your feature request related to a problem? Please describe.
Many ATC might benefit from calling the online SUPV using vacs

Describe the solution you'd like
-> SUPV opts in to being called
-> VACS has a button to allow this (call center style - anyone can pick up the phone)
-> some kind of message to the wallop channel to explain what happened (XX_SUP recieved a call from XXXX_CTR and began handling this case)

Describe alternatives you've considered
A boring text based world

Additional context
Prob a new feature since you would call many people and let the first respondant pick up. SUPs would appreciate the notification it's a SUP call and also the option to mute the ring (since they may be busy)
