The V8 Torque builtins docs is outdated, from math.tq exists to not using transitioning (which I don't know what is that but all the other functions there have it) + no more torque_namespace in BUILD.gn

the guide for adding new math.tq in case missing is valuable for demonstration for other stuff to add, so please don't remove it when updating the docs
