Add precompiles

In general I think we should move to a world where the ink-node is a (literal) copy of asset hub. With pop cli it is as simple to deploy relay with asset hub as deploying ink-node, this would allow users to experiment with xcm. 

ink-node as solochain allows manual seal mode though. This could maybe be included in the parachain version of it?
