Elixir port of the Golang version

I've been developing an Elixir version: https://github.com/thanos/ex_utcp. It's got minor traction and is being used by the bank I work for. In retrospect I should have named it tcp-elixir. If you want I can transfer it to your org and rename it. Let me know soon as it got a second big client planning to use it.
