Malfunctioning properties on utilities jsps

I noticed that on https://util.unicode.org/UnicodeJsps/properties.jsp?a=isCased#isCased, the following are not functioning properly:

Can you point to the code that implements these non-UCD properties?

The problem is in ICUPropertyFactory. It should be the case that

isLowercase(x) == true iff toLowercase(x) == x

the current code fails, since it says that isLowercase("Á"), and isUppercase("á")

FYI There is a narrower functional definition, isLowercase2(x) == true iff isLowercase(x) AND x in [:CWCM:]

The "AND x in [:CWCM:]" strips out characters that are lowercase in appearance, but not in function. That is, they don't change under any casing operation, so they are functionally unicameral.
