Upgrade v13 to v17: A new stylesheet with a .map extension is automatically generated

Bug summary

After upgrading from v13 to v17 using a clean starter kit project (SQLite), a new stylesheet with a .map extension is automatically generated and displays under the Stylesheet tree. However when I click to open it, the not found message appears.

1. Install a clean starter kit project with version 13.11.0
2. Upgrade to v17.0.0-beta
3. Go to Setting/ Stylesheet page

This is .NET doing that. We have turned it off in the new .csproj templates, but you will need to add it to your own. A case to add to the migration docs perhaps.

@AndyButland Pardon me for not linking, but it should be a property called <CompressionEnabled>false</CompressionEnabled> and was added in #17380. I see now it caused a set of .js.br minified files being generated, so it may not have a direct impact on .css.map files. But at any rate, it is probably best to turn that off and let your CDN handle it, unless you have a build tool that does so as well.

Oh, I probably have to retract my statement. Although CompressionEnabled is probably good to turn off, the appearance of .css.map files is not caused by this. In fact, it turns out that the Clean starter kit ships those files along with the package: https://nuget.info/packages/Clean/6.0.1

However, we should probably be hiding those files and only showing strictly .css files. Perhaps V13 did that, but the Management API will show everything in the css/ folder?
