V17: The 'Create Document Blueprint' and 'Create Script' modals are not opened as dialogs. #20516

Bug summary
Following PR #20489, I expected all create actions to open as dialogs. However, the “Create Document Blueprint” and “Create Script” modals are still not opened as dialogs.
And the create content dialog looks quite large at the moment - maybe we could make it a bit smaller?
Also when creating a new member, the modal shouldn't be displayed since there's only one menu option available.
