If you remove all properties from a tab using a propertyViewGuard the whole tab should be removed

Bug summary

When using a propertyViewGuard as described in the documentation
and I remove all properties from a single tab I would expect that the whole Tab would not be displayed.

Steps to reproduce

• Create a document type
• Add a tab Menu
• Add property called menu with a content picker
• Disable the menu with the propertyViewGuard as mentioned above
• See that the menu is empty

Expected result / actual result

I would have expected that the whole tab would not be displayed instead of just being empty and allows users to navigate to this tab

It makes sense to hide the entire tab or group when all its properties are restricted, as it keeps the UI clean.
However, in some cases, it might be better to show the tab, so users know that certain sections exist but are not accessible to them.
I’ll convert this issue into a discussion so we can decide whether to add a new permission setting, adjust the current behavior, or simply keep it as it is.

If you want to show a result you can set the properties to read only mode. Then people know they exists and can't edit them. In this case they are removed so you don't know which properties are gone anyway so IMO it doesn't make sense to show it then.
