If you remove all properties from a tab using a propertyViewGuard the whole tab should be removed #20538

It makes sense to hide the entire tab or group when all its properties are restricted, as it keeps the UI clean. |

Bug summary
When using a propertyViewGuard as described in the documentation
and I remove all properties from a single tab I would expect that the whole Tab would not be displayed.

I would have expected that the whole tab would not be displayed instead of just being empty and allows users to navigate to this tab
