Description
When adding or modifying tests, it would be useful to have a dry-run capability in rt.sh which help to debug UNBOUND VARIABLE and other configuration errors.
Solution
Add an option to rt.sh which would skip the compile step and copying in of input-data but which would parse namelist and other configuration templates to produce a user sandbox that could be checked for correctness.
