Instead of writing the default "lower bound" compats as simply Pkg="x.y.z" writing Pkg="^x.y.z is more explicit that "x.y.z" is a lower bound and not a fixed version. I think this nice from the point of view of being inclusive towards people new to Julia understand what is going on.

I've just noticed the caret is currently not included in the compat entry for julia itself. Maybe I should add it there too.
