deploy: place commands in queue

Right now, everything just contends for the daemon core `Deployment` with a mutex. It might be a good idea to turn the functions into "jobs" to be consumed by the deployment as it sees fit. This would centralize the control flow and probably make error management, timeouts, new features, etc. a lot easier
