Added functionality to ensure the laser switch can only be activated once per key press, improving user control during gameplay.

This change prevents the laser sight on the rocket launcher from switching on and off (in 0.2 second intervals) while holding the right mouse button. It makes it more predictable for the player. If you decide to accept this request, squash it into a single commit.
