Build model of ride-hail driver participation

We need to predict the supply of drivers to provide to BEAM.  At a minimum, this will produce the a rideHailFleet.csv file that identifies starting driver locations and their shifts.  It should reasonably resemble the observed driver fleet. BEAM will use this as the supply data to match with rides.
