Add Framework Support for Artifact Event Synchronization in Agent-to-Agent Communication

Background

Currently, artifacts can be manually set in session context state for later retrieval, as demonstrated in the artifact/image example. However, there's a gap when it comes to synchronizing artifact generation events across different agents in an agent-to-agent (a2a) server scenario.
