tss2_* programs not compiled

I checked out the latest commit and compiled it. None of the programs with names beginning with tss2_ got compiled. The only finished product under $WORKING_DIR/tools is tpm2. How do I get the tss2_* tools to compile. make all did not do it.

If fapi ist installed the tss commands should be compiled. What's the output of:
pkg-config --variable=pcfiledir tss2-fapi
and
./configure --enable-debug| grep fapi

The output of the first command is:

/usr/lib/x86_64-linux-gnu/pkgconfig

The output of the second command is:

checking for tss2-fapi... yes
checking for tss2-fapi >= 3.0... yes
checking for Fapi_DigestAndSign in -ltss2-fapi... no

There are object files like tss2-tss2_unseal.o, but no executables like tss2_unseal.

tss2_unseal is just a symbolic link to an executable tss2
similarly to tpm2_whatever -> tpm2
similar to how busybox works.
Do you have the executable tss2 ?
