[Feature] Make npc limb command player independent

🐞 Feature Description

According to the current wiki page, for npc limb, the [player] argument is optional for the npc limb command.
In the code however, a player must be provided for the command to work.

It would be great to make this attribute optional again, and play the animation for any player, not just the one provided in the command.
