Enable Add/Remove of Phases in Timeline Templates

**Current Version:** Due to limitations between the V4 and V5 challenge API features, we cannot support adding or removing of phases from a timeline template.

**Desired Updates:** Identify a solution where a user can add or remove a phase from a timeline template.
