[TaaS] Allow `bookingmanager` users getting the list of BAs without joining the project

In TaaS Admin App we would like to show the list of billing account to the users with bookingmanager Topcoder Role without joining the project topcoder-archive/topcoder-platform-micro-frontends-taas-admin-app#51 (comment).

At the moment only admin user can get BAs without joining the project, but in TaaS Admin App bookingmanager is kind of admin and they have to be able to get the list of BAs without joining.

For consistency, I would suggest to allow all the management roles to get the list of BAs, not only booking managers:
