Merge the RLDP component from the 2.0 branch into the main branch.
Background:
The RLDP (Reliable Datagram Protocol) implementation in the 2.0 branch introduces significant improvements designed to enhance message delivery reliability and efficiency for The Open Network Kotlin SDK. However, the RLDP integration depends on foundational changes in the ADNL (Abstract Datagram Network Layer), which must be merged from 2.0 into main first to ensure compatibility and avoid breaking changes.
