1840 - can't token after upgrading tile

The game is not allowing us to token after laying a tile. The order seems to be token - track. I think that is incorrect?

It worked normally during the early game when there were still hexes to lay for the state railways (D, G, V, W). Once those were all laid though, we were unable to lay a token if we had laid or upgraded track.
