UTS references don't point to the latest version

whatwg/url#881 brought to light again something that has been bothering me. For UTS references it seems we link a specific version rather than the latest and greatest. Why is that?

Why not have https://www.unicode.org/reports/tr46/ as the canonical link for instance instead of https://www.unicode.org/reports/tr46/tr46-35.html?

Working on a PR that recursively fetches previous versions, keeping the main href as the latest version. I should be finished in a bit.

I've mostly finished it. Only missing thing would be to define what a "version" is - shall I use the "Version" field in the information table, or the "Revision" that appears in both the table and the URL?

Pros for "Revision":

• Some documents don't have a "Version" field, only a revision: https://www.unicode.org/reports/tr33/
• A version may have multiple previous drafts (eg UTS #55 has v1 draft 5, v1 draft 6, then v1), so the version will have to be something along the lines of 1-draft-6 rather than 1:1 the version in the HTML. A revision has a 1:1 matching with a report version.
• Format for versions may vary - some use a major.minor.revision format, while others use a single integer. Revisions are always simply a number.
