dependency NetSwan no longer available on CRAN

As written on the tin, NetSwan seems to have been taken off of CRAN in the very recent past:

@thomasp85 let me have a look what is going on. Would not be a problem to take over the package if needed 🙂

Edit: would it be OK if I integrate the functions into netrankr? Would be one less dependency and not much extra weight for netrankr
