It would be nice to be able to specify explicitly which packages file to use.

the --packages option allows the user to install all packages from a packages file at an arbitrary location. odb.ml automatically opens two packages files, one in the same dir as the odb.ml file and the other in $ODB_HOME. Can you give a use case for which this is not sufficient?
