This crate needs a release

I'm tired of working on crates where PRs sit open for days/weeks/months and either no one has time or gives a frock, all the while we have shit that needs to get done.

I'm maintaining this fork with the intention of getting it used in github.com/rust-bitcoin as a replacement for the original.

Currently the crate is unpublished, it needs a home on crates.io.
