[feat] Centralize mobile app configuration in Tauri configuration files

Describe the problem

Today, a lot of mobile app configuration requires knowledge of editing mobile platform-specific configuration files for managing permissions, signing, etc.

Describe the solution you'd like

As it does for desktop, Tauri would allow setting mobile configuration in Tauri's cross-platform configuration files.
