Min TTL configuration setup

Hi,

Our Kubernetes CNI is using Cilium. However, when the TTL value is 1 and the packet reaches Cilium, it is dropped as an Invalid Packet.

Could we have a configuration option to set the initial TTL value?

Yes, first-ttl and max-ttl are required.
