Fix swift-driver tests on windows platform

Not all swift-driver tests are passing on windows since historically, we do not check unit test in swift-driver repo passing on windows platform before allowing the merge.

New GitHub windows runner will test the configuration but we need to fix all the tests on windows so we can prevent future breakages.

From GitHub action tests, windows tests are far from passing correctly.
Notably, all the incremental tests probably needs update for windows specific dependencies and there are generate PCM failures for explicit module build with nightly.

Trying to handle the rest of failure in #2028 and use this issue to track the remaining failures.
