Refactor functions and procedures, so they are easier to maintain and to tweak/refactor/expand later.

favor modularized design
favor toml over yml
favor html server over native gui
have other engines over "xetex only"

- related: Have more targets for rendered output ancap-ch/from-en#1630
favor "no translation server" over having crowdin/utopian workflow
