tool gives cannot truncate pack to skip duplicate: Permission denied on some revisions

When converting an svn repo I hit the following error on some revisions:

cannot truncate pack to skip duplicate: Permission denied.

I've tried googling but nothing seems to come up. It seems to happen on revisions that have a lot of changed files.
