Currently it's not possible to search for an user across the federation.

Current wider approach is to search among the users known to the local homeserver, but not further.

There is a change proposal from the Tchap team to solve that.

There is also a mostly unchecked implementation here that Claude 3.7 did when I was playing with it to see how far SOTA LLMs can go with Synapse codebase.

We could evaluate, test and fix the implementation.
