Ability to disable Ctrl screen imprisonment

I've checked the .ini file but didn't find a way to disable the Ctrl functionality that blocks the mouse to cross monitors while dragging. This has become a problem since I switched to a International US keyboard layout because the right Alt key (sometimes called Alt-Gr) becomes a Left Alt + Left Ctrl, I'm left handed and my keyboard doesn't have a right windows key so the only practical option is the right Alt :(
