Feature: Proposals interface should warn if you have a vote proxy set

Since proposal votes follow voting proxies for witness voting, if a user votes on a proposal and they have an existing proxy their vote won't actually count. The UI should warn the user if this is the case when voting. It should offer a link to the witness voting page where you can set (or reset) your proxy.
