[A11Y] Can we make errors that happen in shared parts of the page smarter/clearer?

For example: if something is wrong in the footer, that error will show up on every page we check for a project.

Maybe our accessibility check could have the concept of "global" errors, where we group things that happen on 4+ pages for example.
