Add feature flags for SEO and performance tests

A11Y, SEO and performance checks still need at lot of work or don't exist yet at all - I want to try and gate these behind global feature flags using https://laravel.com/docs/12.x/pennant
That means that unless each of the flags is set, all the UI and options around these should nog be visible to anyone
