[6.x] Initial page load without a collection, nav, taxonomy, etc. blinks the UI

Bug description

The index UI blinks in before the centered notice appears about creating a collection, nav, taxonomy:

How to reproduce

Click on any parent sidebar item that does not have sub item created (ie. click on Taxonomies when there are no taxonomies created)

Oh my bad, I thought it was loading via Vue cause it wasn't doing a full page reload like the other Blade pages.

Oh I see the blade badge on Globals but not the Taxonomies and Nav where it is also happening?

Not sure why it's not, but it should be showing on those pages too. We'll get everything converted soon!
