[SPIKE] Establish best practices for switching tilesources and schemas

we can build this in a way that our documentation can be generated automatically from the way we build our source variables file.

Note: we have done this before (@ebreslford to link) so we should evaluate the pattern we used as part of this.

Spike criteria

• We should validate our existing design for supporting this variabilizing, and establish a design that will allow creation of documentation
• This spike should result in a convention (documented ___ ?) to support this
