Allow build in GHC 9.6 and GHC 9.8

I was looking at getting emanote building under nixpkgs, FWIW. (See: NixOS/nixpkgs#292738).

To build nixpkgs#haskellPackages.emanote without any overrides...

The following packages need version bounds relaxed:

• path-tree (Relax version constraint on "base" package pathtree#1, hackage revision)
• url-slug (Allow building with GHC 9.8 url-slug#2, hackage revision)

The following packages have version bounds fixed in master branch, but need a Hackage revision and/or new version uploaded to Hackage:

• commonmark-wikilink (base <4.18.0.0.0)
• tagtree (base <=4.17.0.0)
• tailwind (base <=4.17.0.0)
• unionmount (base <4.18)
• heist-extra (base <4.18.0.0.0)

The following package has version bound and code changes on master branch, and just needs a Hackage release:

• commonmark-simple

The following package had version bounds fixed and a new version uploaded to Hackage:

• pandoc-link-context (1.4.1.0)
